Do not treat historic trade flows as permission to ship. Bangladesh publishes commodity tariffs and procedures through its official Trade Portal, while Sri Lanka has used time-limited import-control changes for rice. The named importer or customs broker should confirm the rule in force on the intended contract and arrival dates before price, production or freight is committed.

Define Rice Before Asking for Price

The request should state variety or commercial identity, processing form, broken-grain method and limit, moisture method and limit, foreign matter, damaged/discoloured/chalky tolerances, crop or ageing requirement, packing, marking and intended use. Terms such as “white rice”, “Sella” or “Sortex” alone are not a complete purchase specification.

Build the Document Matrix

Commercial invoice, packing list and transport document are core transaction records. Certificate of origin, phytosanitary certificate, fumigation or treatment certificate, health certificate, inspection certificate and laboratory report apply only where the destination rule, import permit, contract or bank requires them. Assign the issuer, deadline, wording and paying party before shipment.
