Start with the Current Import Decision
Do not treat historic trade flows as permission to ship. Bangladesh publishes commodity tariffs and procedures through its official Trade Portal, while Sri Lanka has used time-limited import-control changes for rice. The named importer or customs broker should confirm the rule in force on the intended contract and arrival dates before price, production or freight is committed.
| Buyer input | Bangladesh enquiry | Sri Lanka enquiry |
|---|---|---|
| Import authority | Importer registration and any commodity-specific permission confirmed through the current official route | Current import-control status and any licence or exemption confirmed for the exact HS line |
| Product identity | Milled, parboiled, broken or other form; intended use and grade stated | Milled, parboiled, broken or other form; intended use and grade stated |
| Entry route | Named port or land corridor, clearance point and final delivery location | Named port, clearance arrangement and final delivery location |
| Evidence | Contract specification, lot COA, origin and plant-health/treatment documents where required | Contract specification, lot COA, origin and plant-health/treatment documents where required |
Define Rice Before Asking for Price
The request should state variety or commercial identity, processing form, broken-grain method and limit, moisture method and limit, foreign matter, damaged/discoloured/chalky tolerances, crop or ageing requirement, packing, marking and intended use. Terms such as “white rice”, “Sella” or “Sortex” alone are not a complete purchase specification.
Relevant starting points include IR64 parboiled rice, 25% broken white rice, 100% broken rice and the purchase-specification guide. Availability and destination suitability are confirmed per enquiry.
Build the Document Matrix
Commercial invoice, packing list and transport document are core transaction records. Certificate of origin, phytosanitary certificate, fumigation or treatment certificate, health certificate, inspection certificate and laboratory report apply only where the destination rule, import permit, contract or bank requires them. Assign the issuer, deadline, wording and paying party before shipment.
Quote-ready buyer brief
- Country, importer legal name, registration and broker contact
- HS code proposed by the importer and current import-policy evidence
- Rice identity, processing form, measurable specification and intended use
- Bag construction, net weight, language, marks and label approval
- Named origin point, destination port/corridor, Incoterm and target shipment window
- Inspection, sampling, laboratory, treatment and document responsibilities
Route and Timing Controls
No fixed transit time is promised. The freight forwarder should validate the bookable service, transshipment pattern, cargo cut-off, free-time terms and destination charges for the intended week. Use the port transit planning tool only as an indicative range and confirm the carrier schedule before fixing contract or letter-of-credit dates.
When Separate Country Pages Are Justified
A dedicated Bangladesh or Sri Lanka rice landing page should be published only after four gates pass: current importability for the intended route, a documented importer/compliance workflow, internal confirmation that the enquiry can be serviced, and substantial country-specific content that is not a duplicate of this guide. Until then, this page remains the canonical South Asia rice resource.
