How to Write an Agro Commodity Purchase Specification

The safest RFQ is not “send your best rice” or “quote export-quality turmeric.” It is a measurable specification that tells every supplier, laboratory and inspector what product is acceptable—and what happens when a result falls outside the agreed limit.

Buyer principle

Build the specification from the destination backwards. Confirm the law, intended use, customer standard and import-control risk first; then define the product, tests, packing and documents. This article is a procurement framework, not legal advice.

1. Start with a one-page commercial definition

The first page should let a qualified supplier determine whether the request is technically and commercially possible. Keep marketing adjectives out. Use names, numbers, tolerances and references.

2. Translate “quality” into measurable parameters

Natural agricultural products vary. A contract therefore needs both a target and a permitted tolerance. The relevant parameters depend on the commodity, processing method and use.

Do not treat the table as a universal test panel. A competent food-safety professional should identify known or reasonably foreseeable hazards for the product and market. For example, the US FDA’s FSVP overview requires covered importers to perform a food/supplier risk analysis and conduct appropriate supplier verification. EU buyers should confirm the live product–pesticide limits in the European Commission pesticides database, not copy an old COA panel.

3. Define sampling and test methods before the shipment

A limit without a method can create a dispute. State who samples, when and where sampling happens, how increments form the composite sample, how many sealed counter-samples are retained, the test method, reporting unit and laboratory-selection rule.

Codex maintains CXS 234-1999 Recommended Methods of Analysis and Sampling. Use the applicable Codex, ISO, AOAC or destination-mandated method rather than writing “standard method” without a reference.

4. Specify packing, labels and container preparation

Record bag material—not merely “export packing.” For bulk food orders, state whether the approved format is PP woven, laminated BOPP, non-woven or another food-contact format; net weight; liner requirement; seam; artwork approval; production tolerance; palletisation; and destination label fields.

  • Use of kraft lining, desiccants, pallets or slip sheets only when risk-assessed and agreed

5. Separate company documents from shipment documents

Supplier registration evidence helps due diligence, but it is not the same as the documents for a specific consignment. Identify which documents are required before contract, before loading, with the draft document set and after shipment.

Where a phytosanitary certificate is legally required, the official framework is described by the IPPC’s ISPM 12 guidance. A supplier cannot privately manufacture an official government certificate, and not every processed product uses the same certificate set.

6. Write objective acceptance and remedy rules

State which results are conditions of release, which allow a price adjustment, and which permit rejection. Define notification periods, preservation of evidence, confirmatory testing, the referee mechanism and the contractual remedy. Avoid impossible promises such as “zero defects” unless the method and acceptance number make that term meaningful.

“The shipment must comply with the approved specification. Release is subject to the agreed sampling plan and laboratory/inspection evidence. Any out-of-specification result will be notified with supporting evidence; the parties will preserve the sealed reference samples and follow the agreed confirmatory-test and remedy procedure.”

Buyer questions

Is an approved sample enough?

No. Seal and identify the sample, but also link it to numeric tolerances. A small hand sample cannot represent every part of a heterogeneous commercial lot.

Should I ask every supplier for the same “full test panel”?

No. Use a risk-based panel derived from the product, origin, processing, intended consumer and destination. Testing irrelevant parameters adds cost without necessarily reducing the real risk.

When should the specification be frozen?

Before the supplier accepts the order and preferably before price confirmation if a strict limit changes sourcing or testing cost. Record all later changes through a controlled written amendment.
